Scramble team when match unfair​

What is your suggestion in full?:

the Scramble team is a Votemenu system , given 10 min cooldown on vote make to screamble the team, making the not fun spawncamping and 1 sided match more fair and fun.


giving a 60-65% vote to succeed seem a good point to ballence the vote, i've tested on other server and lower seem to easy and higher than 70 seem to never pass due to the player not voting.

also if there is a way to make all vote only working for the person who vote and not the number of player on the server.​

I like this idea. In a server I previously was a Senior admin we had this system which utilised the TF2 vote system but it also did it automatically if one team had won a certain amount of consecutive rounds, 5 rounds I think it was. And it worked.
